Dr. Schumacher received his undergraduate degree from The Citadel, The Military College of South Carolina, and is a graduate of the Ohio State University College of Veterinary Medicine. Dr. Schumacher has been involved with the United States Equestrian Federations Equine Drugs and Medications Program for the last 18 years serving as a testing technician and testing veterinarian, and has been the Chief Administrator of the program since 2006. Dr. Schumacher has until recently served as a member of the FEI Veterinary Committee, currently serves as a member of the FEI List Group, and was responsible for the Equine Drug Testing at the 2010 World Equestrian Games.

Description

The United States Equestrian Federation (USEF) is the National Governing Body of equestrian sports in the U.S. excluding racing. One of the Federations functions is regulating the use of medications in performance horses, and it is essential for veterinarians to be aware of the Equine Drugs and Medications Rules that apply. These rules are based upon welfare concerns and the potential for abuse in performance horses, and therefore, are not always consistent with the medication rules applied in racing. Due to the principle of strict liability, it is important for veterinarians to be knowledgeable of the medication rules specific to non-racing performance horses to avoid an inadvertent violation for their client. Ignorance is not a legitimate defense in the face of an alleged violation. Learn about quantitatively restricted medications and forbidden substances.
